選択肢はすべて副詞句を作る表現なので、副詞の問題です。
副詞の問題は前後の文脈から判断していきます。まず空欄の前の文はHowever, we respect your decision「しかしながら、弊社はウィンストン様のご決断を尊重します」という内容です。そして空欄にそれぞれの選択肢を入れて後の文を考えるとand ( as for / regardless of / be means of / as per your request ), I’ve closed your account.「ご要望 (に関しては / に関わらず / の手段で / に沿って)退会手続きを完了致しました。」となります。
andなどの接続詞のあとにある副詞句は、必ず（接続詞の前ではなく）接続詞の後の文を修飾するというのも文構造を見抜くポイントです。なので今回はand __[1]__, I’ve closed your accountまでで一区切りと考えなければいけません。それでは選択肢を一つずつ見ていきます。
選択肢(A) as for「〜に関しては」ではas for your request「ご要望に関しては」と、要望の内容が話題になります。しかし今回は「退会手続きが完了した」ことが話題なので不適切です。
選択肢(B) regaradless of「〜に関わらず」ではregardless of your request「ご要望に関わらず」と、要望がなくても解約するようなニュアンスになるので間違いです。
選択肢(C) by means of「〜の手段で」ではby means of your request「ご要望という手段で」となり間違いです。by means ofのあとには「手段そのもの」がくるため、your requestという手段ではないものはby means ofと一緒には使えません。そのため(C)は不適切です。
選択肢(D) as perは「〜に沿って」です。前の文の「弊社はウィンストン様のご決断を尊重します」という内容は、「ウィンストン様の意向（退会すること）に沿う」と言い換えることができ、そのあとに「ご要望に沿って」ときても自然です。そのため選択肢(D)が正解になります。

選択肢はすべて動詞なので動詞の問題です。どの選択肢も文法的には成立するので、内容から判断していきます。まず空欄の前の文はIt is no longer accessible「それはアクセス不可となっています」です。「それ」とは、文脈からアクセス不可になるのは「解約したアカウント」なので、itが指すのは前の文にあるyour account「（ウィンストンさんの）アカウント」です。

和訳では「この手続きはアカウントページが現在開いている全ての端末にて実行するよう気をつけて下さい。」となり一見自然な感じがするのですが、英語では「〜しないように気をつけて下さい」という言い方が基本です。そのため選択肢(A)は不正解です。
選択肢(B) I doubt that「〜を疑っている」では「アカウントページが現在開いている全ての端末にてあなたがこの手続きを実行することに疑いを持っています。」となり、前文と文脈が合いません。
同時に、退会を希望するユーザーに対してI doubt thatを使うと失礼な表現なため不適切です。
選択肢(C) Make sure「〜を確かめて下さい」は、that節以下を「確実にして下さい」というニュアンスです。今回の「ログアウトを実行すること」を確認する表現で自然なので(C)が正解です。
